Council is beginning a Representation Review (required every six years), and we have to make some initial decisions by September.
We acknowledge that this engagement comes at an interesting time for local government given the Government’s Simplifying Local Government reform. At this stage, while regional conversations are occurring, we are still bound by the law (Local Electoral Act 2002) to undertake this Representation Review and consider these matters by 12 September 2026.
We’re seeking your feedback on:
What voting system (First Past the Post or Single Transferable Vote) would be best for the Upper Hutt community to use for the 2028 and 2031 elections
Whether or not to establish a Māori ward for the 2028 and 2031 elections
Which geographical areas Upper Hutt residents feel they would be able to connect with, or represent their interests
What type of electoral model/models (at-large, wards or a mix of both) residents feel could work in Upper Hutt
The decisions Council makes on the voting system and Māori wards (taking into account your feedback) in its August meeting, will be in place for the next two Council elections in 2028 and 2031.
Any decisions or engagement feedback will either be used for Upper Hutt’s own local body elections or may be used to feed into wider regional discussions around representation and what the residents of Upper Hutt feel best represents them.
