Consultation on the City Centre Strategy

We’re developing a strategy to transform Upper Hutt’s city centre over the next 30 years and we want to hear from you.

We’re holding a series of community drop-in sessions where you can tell us what you love and what you want to change. You can also give us your views through our online form (closes 16 October).

Your views, expectations and aspirations will help shape a shared vision for our city centre.


Share your input through three different methods:

  1. Engage with the Stakeholder Advisory Group.
  2. Drop-in sessions are now closed, but submission forms are available at Central Library.
  3. Participate in our online survey provided below.

Why are we developing this strategy?

A recently completed City Centre Transformation Assessment highlighted that a strategy for the city centre is needed to help prioritise and action a wide range of possible options.

While there are several great projects throughout Upper Hutt, driven by both Council and private business, they generally occur in isolation.

Upper Hutt’s population is projected to reach almost 66,000 by 2050; a population increase of more than 18,000 people who will need convenient access to high quality services and products.

Upper Hutt central is also expected to require almost 2,500 more dwellings than we currently have.

Meanwhile, vacancy rates in commercial premises in the city have almost doubled over the last two years. When retail stores in the city centre close, they are often replaced by more service-oriented businesses.

62% of businesses closing in the city centre since 2020 have had a retail focus, but only 46% of new city centre businesses are retail focused.

Working with the community to shape a shared vision for our city centre will help us tackle challenges and provide a pathway for future development.
