On 28 July 2023, Private Plan Change 55 (PPC55) became fully operative in the District Plan. The appeal period for PPC55 closed on 29 March 2023 and no appeals were lodged during this time.

PPC55 enables low density and rural residential development on the property known as the ‘Gabites Block’ at 1135 Maymorn Road in Upper Hutt. The Gabites Block totals 74.5 hectares in area and was previously zoned Rural Production and General Rural.

PPC55 provides for an additional housing capacity of 170 to 200 rural residential units, protection of the Gabites Block Natural Areas (GBNAs), maintains maintenance of the landscape values of the west-facing hillside and the rural residential character of the Maymorn area.

PPC55 rezones 1135 Maymorn Road in Upper Hutt to Settlement Zone with a site-specific Gabites Block Development Area (GBDA) and indicative Structure Plan.

BACKGROUND

We’ve received a Private Plan Change request to rezone 74.5 hectares of land at ‘Gabites Block’, 1135 Maymorn Road.

The proposed changes would see the current General Rural and Rural Production zoning changed to a newly created Settlement Zone.


PROPOSED CHANGES

Along with the creation of a Settlement Zone, the site would also be subject to the Gabites Block Development Area and the changes would enable approximately 170 – 200 residential units to be built on the site.

The applicant has included some objectives, policies and rules with their request that would help manage future development on the site.

The proposed provisions seek to:

  • Allow for lots with a minimum area of 400m2 in the northwestern corner of the site, with an average lot area of 600m2
  • Allow for lots with either a minimum area of either 1000m2 or 2000m2 on the valley flats
  • Allow for lots with a minimum area of 1 hectare along the vegetated western hill escarpment
  • Allow for lots with either a minimum area of either 1000m2 or 2000m2 on the upper plateau
  • Protect the areas of significant vegetation on the site
  • Provide for a new roading network on the site
  • Provide for a new public cycleway connecting to the Remutaka Rail Trail
  • Require landscaping along the Maymorn Road frontage of the site; and
  • Allow for the construction of new residential units on the future sites, subject to the proposed bulk and location provisions

    Any person representing a relevant aspect of the public interest and any person with an interest in the Plan Change greater than the interest the general public has, may make a further submission in support of or opposition to, any one or more of the previously received submissions.

    A further submission must be in response to a decision requested in one of the original submissions.

    In addition to serving a copy of the further submission on Upper Hutt City Council, a copy of the further submission must also be served on the person(s) who made the original submission to which the further submission relates. This must be done no later than five working days after providing Upper Hutt City Council with the further submission.
