Local Approved Products Policy
We recently reviewed our Local Approved Products Policy (Sale of approved Psychoactive Substances) Policy which allows us to manage applications from retailers wanting to sell ‘approved products’ within the district of Upper Hutt.
In 2018, the Ministry of Health conducted a five-year review to evaluate whether the Act had achieved its intended goal. The review concluded that the Act “… has not enabled the availability of low-risk psychoactive substances through a regulated market, primarily because animal testing provisions limit the ability to prove that products are low-risk and can therefore be approved”.
In short, it is extremely unlikely that the Council policy will be used, as no products are likely to approved in the foreseeable future and we are proposing that the policy be rescinded (cancelled).

- If you’d prefer to complete a pre-printed submission form, they are available from at Council reception and Upper Hutt Library. You can either drop it off at one of these locations, or Freepost it to Upper Hutt City Council, Private Bag 907, Upper Hutt, 5140.

Step 3 (Optional) – Speak with us
After the consultation closes, there may be an opportunity for people to speak to Councillors to give their feedback in person If you would like to do this, please let us know on your submission form and we will send you details about the meeting closer to the time.
After that, Councillors will consider all feedback, and then decide on how to proceed.
