Overview

Upper Hutt is growing, and our transport system is under increasing pressure. Roads are busier, public transport is reaching capacity, and many people still rely on cars for everyday travel. At the same time, we need to respond to climate change, improve safety, and create better connections across our communities.

This draft Transport Strategy sets out a long-term direction for the next 30 years. It focuses on safer streets, more travel choices, stronger connections, and a more resilient network.

This draft has been shaped by feedback from our community in 2023, where people told us that congestion, safety, limited transport options, and pressure on key routes were key concerns. These insights have informed the priorities and direction in this strategy.

Your feedback now will inform the final strategy.

We are now asking for your feedback to check whether we have the right focus and priorities before it is finalised.

This strategy looks at the big picture across the whole network. It does not include detailed solutions for specific streets or locations. However, local issues raised by the community are important and have been recorded and will help inform future planning and investment decisions.

We are also working within a constrained funding environment, which means we cannot do everything at once. This strategy helps us prioritise what will make the biggest difference over time.

Your feedback will help shape the final strategy and guide how we plan and invest in transport for Upper Hutt’s future.
