Annual Plan adopted
On Wednesday 1 April, we adopted the Annual Plan 2026 - 2027 at our general Council meeting. The new plan takes effect from 1 July 2026.
This year’s Annual Plan does not differ significantly from Year 3 of our Long Term Plan 2024 - 2034, so there was no public consultation during its development phase.
The coming year will be an exciting one as we set out a long term strategic direction, together. Our focus areas will be setting the strategy for the city centre, transport and ensuring a more robust infrastructure pipeline.
We’re committed to making sure public money delivers real value. That means better practices, stronger community engagement, and more rigorous assessment of costs and benefits.

Each year, we review our Schedule of Fees and Charges...
Fees apply to specific services like building consents, pool entry, sports field hire, cemetery services, and resource consents. Reviewing them annually helps ensure they are fair, transparent, and reflect the cost of delivering those services. More information can be found on the right of this page.
Why are changes proposed?
This year, most fees are proposed to increase by 3% to reflect inflation.
There are also:
- Some new fees
- Some fees being removed
- A small number of fees increasing by more than 3% where costs have risen significantly
- Some fees that remain unchanged (for example, where they are set by legislation or were recently adjusted)
Areas of change
Cemetery fees
Recognising the sensitivity of child burials, Council has approved changes to remove burial fees for those under 18. The overall impact is expected to be broadly cost neutral and managed within the existing fee structure.
Building Services
Some building-related fees are increasing to better reflect staff time and processing costs, including property information requests and project information memorandums.
H2O Xtream and community facilities
A range of pool entry, learn-to-swim, and facility hire fees have increased. Council has also updated fees at H2O Xtream to improve access for Community Card holders and people with disabilities, including a combined swim and spa/sauna entry for $3.60 and a new 10-trip option for Community Card holders at $26.
Parks and sports fields
Some sports field hire fees, particularly at Maidstone Park and for cricket facilities, have increased.
Resource Management
Subdivision and land use consent deposits have increased to better reflect actual processing costs.
Fees being removed
Water supply fees will be set separately by Tiaki Wai from 1 July 2026. Some other outdated or no longer applicable fees were also removed.
