What’s happening?
It’s time to share your thoughts on our Annual Plan and other issues that will affect our city.
You may notice that the Consultation Document to the right of this page looks a bit different from what you’re used to and has several parts to it.
This year, we are informing you about our Annual Plan 2025/2026 average rates increase changes and consulting on options for kerbside recycling.
Other concurrent consultation topics cover Fees and Charges, the Alcohol Fees Bylaw, Revenue and Financing Policy changes and the Gambling Venues Policy review.
Alongside this, we are seeking feedback on our preferred option for implementing Local Water Done Well (LWDW), a Government-mandated reform programme to change how we manage three water services and infrastructure. Click here for more information and to have your say on LWDW.
Consultation is open from 24 March to 27 April.
What's an Annual Plan?
An Annual Plan is developed for each of the two years between a Long Term Plan (LTP), which in turn is prepared every three years.
If there are any significant changes in the coming year compared to what we said we would do in the LTP, we seek your feedback on these changes.
The Consultation Document outlines the changes we're considering.

Brochures have been delivered to Upper Hutt households with information on how you can be involved and have your say.
The Consultation Document, paper submission forms, and other material outlining all you need to know to make an informed decision are available on this page.
Consultation Documents and other supporting material will be available in hard copy from early April at Whirinaki Whare Taonga, Upper Hutt Libraries, and Upper Hutt City Council reception.
- Alcohol Fees Bylaw - A new bylaw to set prescribed alcohol licensing fees.
- Revenue & Financing Policy - The revenue and financing policy sets out how Council activities are funded from a range of revenue streams including rates, grants, fees and charges and other sources.
- Gambling Venues Policy - The policy specifies how many Class 4 venues may be established in the city, and where they may be located.
- Schedule of Fees & Charges - A review of our fees and charges to ensure they accurately reflect the costs of the services they help fund.
* This tool provides rating information for properties within Upper Hutt City. Properties are symbolised by the percentage their rates will indicatively change between the current 2024/25 rating period and the 25/26 Annual Plan. Please note that this tool does not include any of the rates set by Greater Wellington Regional Council (GWRC). You can access the GWRC Rates Calculator here.
